Is there any option/setting so I can see & use the outlook add-in when the reading pane is off ?
If not, is there any official Microsoft official document where it is written that Outlook add-in cannot be used when reading pane is off.

The Extension Point for messages is either Read or Compose. When the Reading Pane is off, you are doing neither so the add-in can't be available either.
It's documented on Outlook's Overview page for Office Add-ins Documentation.

Agree with RobertSparnaaij, Outlook add-ins activate when the user is composing or reading a message or appointment, but not other item types. And you could also get more information related to it from the article link above.

Our old VSTO Add-in for filing emails was able to act on them even when users didn't have the reading pane enabled. Now that we have moved to providing a web Add-in, users are finding that they have to have the reading pane present for it to work, so it would be great if Microsoft could allow the new add-ins to work even when the reading pane is not present.
