How to fix Windows RDX not completely installing with Windows update freezing and not recognizing activation at the same time?

When trying to set up two different Windows computers one HP and one Acer for RDX demo mode Windows will fail to install the "Microsoft consumer engagement hub" and Windows update will attempt to download two instances of "Windows intelligence update" but will forever be stuck at 0%.
I cannot follow any of the standard procedures for fixing Windows update problems as you cannot access the console when in demo mode.
I have noticed this problem when attempting to set up new demos within the last month before then everything would install and set up fine.
They seem to have a problem communicating with Microsoft servers because the same computers will occasionally not recognize the included Windows license and will display the watermark but when you run the troubleshooter to fix activation problems it reports unable to connect to Microsoft server. This problem has been happening on every new device I have tried to set up in RDX

2023-08-15T15:53:14.1133333+00:00 The problem seems to be, if you try to set up a computer on RDX over public Wi-Fi it won't communicate with Microsoft servers. This is a change that must have happened a couple months ago because before this I've set up many computers for RDX over our public Wi-Fi.
