That sounds like a technical issue with the audio file or your browser. Have you tried using a different browser or other methods to verify your account?
You can also try to verify your Outlook.com account by signing in and clicking the verification link. You should be able to listen to an audio file that states the characters if you prefer.
Besides, to check your speaker output, Open Settings (Windows+i), go to System, click Sound in the left sidebar, and make sure your output device is selected under Choose Your Output Device.
