In Outlook, you can mark a sender to never go to your junk. When marking an email as not junk there is often a tick box for 'never mark this sender as junk'. If that doesn't show up, open the dropdown and choose 'Never block sender'.
Email appear as junk email
A person who sends me emails is always shown as junk email, and junk email without notification often misses some messages. How can I solve it.

I agree with Jonathan Anderson above, you can mark messages as not spam.
Also, you can add specific users to Safe Senders. (Click Home > Delete group > Junk > Junk E-mail Options>Safe Senders>Add). So that email addresses in the Safe Senders List are never considered spam, regardless of the content of the message.
