Can't connect to 1 PC via Remote Desktop (others work)

I have a new system with Remote Desktop turned on in Settings, I can ping the computer successfully form all the intended clients. I even tried psping and specified to test on port 3389, also worked fine. I have confirmed that it is set to 0 as it should be at HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Terminal Server. I have also confirmed that the Remote Desktop Services, Remote Desktop Configuration, and Remote Desktop Services UserMode Port Redirector are all running on the host. The firewall settings also appear to be correct (same as the other PC that's working for Shadow, TCP, and UDP Remote Desktop firewall entries).

The same two test clients I'm using can both access other Windows 11 PC's, just not this problem one. But the problems PC can access the other Windows 11 RD hosts.

All systems are running Windows 11 Pro.

What else could I be missing that would explain why this PC works great, except that it won't accept RDP connections?
