Cross-Tenant Mailbox Migration Error - Source User is in Litigation Hold

I have two tenants in different organizations. TenantA (ad connect, hybrid, source) and TenantB (cloud-only, target). I have set up both tenants and target mailuser using this documention. The user is licensed on both sides, P2 on source and P1 on target.

We create AD users, enable mailbox on-prem, and then migrate the mailbox to exchange online. From there I would expect to be able to migrate the mailbox that is hosted by exchange online to another tenant, however when I try this I get the following exception:

ErrorCrossTenantSourceUserIsInLitigationHoldInPlaceHoldOrRestrictiveHoldPermanentException: Cross tenant move is not supported when the source user is in Litigation Hold, In-Place Hold or Restrictive Hold.

The source user is not in any sort of hold, does not have a retention policy applied. I'm starting to wonder if the issue is that I am trying to migrate a usermailbox related to a user that is sync'd from on-prem AD, and the migration process needs to make changes to the usermailbox but is unable.

Is is possible to migrate mailboxes from hybrid tenants to mailusers in cloud-only tenants?

    I am sorry to inform you that since the license cannot be purchased it is pointless to retry

    I have faced a similar issue with CSP Vendor , even there the license was not given

    In this case i have a suggestion , if applicable

    Use Sync AD objects to multiple Azure AD tenants

    You may use a 3rd party tool ( SAFEST OPTION ) or try the available scripts

    If your users are no more than 100 , you can also go with the method of CSV Export and Import

    Finally you can write your own scripts to make a Hard Match also if applicable

    Cross-tenant Exchange mailbox migrations are supported for tenants in hybrid or cloud only, or any combination of the two.

    Could you please run :

    Get-Mailbox -Identity "identity" | Format-List DisplayName,Name,IsInactiveMailbox,LitigationHoldEnabled,LitigationHoldDuration,InPlaceHolds,RetentionHoldEnabled,RetentionPolicy

    Get-mailbox -Identity "identity" | select hold

    Also be aware :

    You must have purchased, or verified that you can purchase, cross tenant user data migration licenses prior to the next steps. Migrations fail if this step has not been completed. Microsoft does not offer exceptions for this licensing requirement.

    This is a SEPARATE license you need to purchase!!!
