How do you recover microsoft authenticator app without backup

I never knew that the authenticator app wasn't backing itself up, now I have a new phone and can't get back into my authenticator app. When i try to login to a microsoft service it has a link "I can't use my authenticator app right now" that takes me to another link to use my authenticator app. This loop is unbreakable and I can't see how it helps in any way.
