I am trying to add a custom domain to an Azure web app. I'm unable to connect to the root domain through the DNS because the A record has no value. The www.website.com subdomain connected fine. How do I validate my connection to the root domain?

If you want to use A record, you should have the IP address of the app server. The app's IP address is shown in the Add custom domain dialogue.

Based on the shared information, I have understood that you are trying to add apex(root) domain as custom domain in App service and the record A value is showing empty from the portal.
In general, A record is used to map a name to its IP address you can use the app service inbound ip address as A record value it will be shown under networking as shown below and use the provided asuid value for TXT record to bind the root/apex domain to app service.

There is no listed inbound IP address. I guess that's what's causing the issue to begin with.

Could you please try running the below cmdlet from local machine using the command prompt to pull the webapp inbound Ip address.
nslookup <app-name>.azurewebsites.net
Also, does your webapp is integrated with any azure service or have you enabled private endpoint to your webapp? If you are still facing the issue and not able to find the public IP address of the webapp.Could you please help us with webapp Name, last four digits of your subscription Id and also portal session id (using Ctrl+Alt+D keys) to check and assist your further.
