If you want to use A record, you should have the IP address of the app server. The app's IP address is shown in the Add custom domain dialogue.
Unable to validate a custom doman using A record
I am trying to add a custom domain to an Azure web app. I'm unable to connect to the root domain through the DNS because the A record has no value. The www.website.com subdomain connected fine. How do I validate my connection to the root domain?

Based on the shared information, I have understood that you are trying to add apex(root) domain as custom domain in App service and the record A value is showing empty from the portal.
In general, A record is used to map a name to its IP address you can use the app service inbound ip address as A record value it will be shown under networking as shown below and use the provided asuid value for TXT record to bind the root/apex domain to app service.
