With Azure DevOps Server 2022, can I use the Test Plans functionality

According to the documentation, I need Basic + Test Plans access level. Unfortunately, this doesn't appear to be a plan that can be purchased for the on-premise Azure DevOps Server. It isn't clear to me how I can access this functionality.
