    Thank you for asking this question on the Microsoft Q&A Platform.

    If you are the tenant admin and have been locked out, you should raise a support ticket with Azure.

    Portal - https://learn.microsoft.com/en-us/azure/azure-portal/supportability/how-to-create-azure-support-request

    Global Support Phone Numbers - https://support.microsoft.com/en-us/topic/global-customer-service-phone-numbers-c0389ade-5640-e588-8b0e-28de8afeb3f2 (here you can find the number of the support teams of your region)

    If you are not the admin and have just lost functionality, then speak to your Tenant Admin to work out why the restrictions are in place.

    Hope this helps!

    @Zoe Zhang

    I understand that your personal account was locked after activating a $150/month Azure budget, which I'm assuming you're referring to the Visual Studio subscription. To hopefully help point you in the right direction or resolve your issue, I'll share my findings below.

    Findings:

    Error: AADSTS90125
    Message: DebugModeEnrollTenantNotFound - The user isn't in the system. Make sure you entered the user name correctly.

    For more info - Azure AD Authentication and authorization error codes

    • Based off the Correlation ID that you shared, it looks like the user that you're trying to sign-in with isn't in the system. Can you please make sure that your personal account belongs to an Azure AD tenant and has successfully logged in or accepted any B2B invitation so their user account can be activated. For more info.
    • If your user is part of an on-prem Active Directory, please make sure that the guest user object in Active Directory backing this account has been disabled. An admin can re-enable this account through PowerShell.

    I hope this helps!

    If you have any other questions, please let me know. Thank you for your time and patience throughout this issue.
