Does anyone know if migapp.xml in USMT 1903 an after include support for backing up bookmarks in chrome and Firefox?

The standard MigApp.xml does not.
However you can download a bunch of updated XML's for USMT from EhlerTech for free.
The MigApp.xml from that collection will migrate IE, Firefox, old Edge , Edge Chromium and Chrome favorites (and Passwords in both Chrome and FF)
There is a direct download link on the front page of [Ehlertech.com]
Also there is a description PDF on each custom xml file available

Based on my research, migrating third-party browser bookmark data might need to export them as HTML file and then import them manually.
