Question1: How to solve the problem of "Unable to add shortcuts to OneDrive when the user does not have shared library permissions but has first-level folder permissions".
I test your problem in my side. I have a user who has a read permission level for a folder called "First". I clicked the "Add short cut to OneDrive" button above and successfully added the folder shortcut to OneDrive. It is worth noting that according to this official documentation,
we can't add shortcuts to individual files, folders are possible
.Here is my result:
Since we can't reproduce your situation, we need to narrow down the problem and try some things.
1.Are other users with same permissions facing the same problem? View through another computer or account.
2.Are other folders with same permissions facing the same problem? View through another folder.
2.Whether all SharePoint libraries have the same problem? You could create a new SharePoint library to check.
3.Check if the same issue occurs with other SharePoint site collections.
4.You could try to clear browser cache then restart it.
5.Try to use a different browser or your browser's InPrivate mode to see if the same error occurs.
Question2: Is it possible to achieve "Even if the user has editing permissions, the file cannot be shared with others".
Unfortunately, SharePoint doesn't currently have a permission to set sharing, so we can't set users with edit permission to disable file sharing. The only workaround at the moment is to set only site owners to be able to share files.
Question3: The owner of the shared library can set permissions and add members to the group but cannot view files.
I tested this question in my side, and I don't have this problem you are having. It seems that your problem is not a common one.

1.Please choose a file the owner wants to view->manage access->Advanced Settings->Check permissions.
Please check the permissions of the owner to the file.
