Network Connectivity to Azure Event Hub

Hi,
we have been informed by MS Support that the Azure Event Hub service is reachable on L4 level, even if Public Access is Disabled, and this is done by design. Since this behavior defers from other Azure Resources, we would have expected this to be documented somewhere, however the corresponding Event Hub documentation does not specify this.
