Are you using a mechanical disk or a solid state disk?
Is it slow to enter safe mode?
Have you checked the startup log?
mechanical......How do I check logs?

including new install
The only thing left is some sort of component issue. The vendor will be your best resource to troubleshoot problems with your hardware.
