Why can't I use endpoint other than azure function for custom extension in azure active directory

I am using an endpoint created from the app service to make TargetURL for AAD custom extension. But I use that custom extension to Custom Claims Provider configure then I can't get token of AAD. When using TargetURL created from function then no error.
Message error: "ADSTS1100001: Non-retryable error has occurred"
