    Generally speaking, no, as they "own" their OneDrive (in other words, each user has Site Collection admin privileges). If the idea is to preserve data for legal requirements, you can put their OneDrive on hold. https://learn.microsoft.com/en-us/purview/retention-policies-sharepoint
