According to your description, there are many reasons for this. If you confirm that you have permissions on the folder, it may be that you have created a custom view to filter out those folders. Try switching back to the default view to see if you can see it.
Alternatively, you can add the folder to the navigation on the left, so that users who have permissions to the folder will also see it.
