Recently, during the environment setup, two versions of the Win10 operating system were discovered,
Version1607(OS Build 14393.3930)
Version1809(OS Build 17763.107)
There are differences in certain aspects. For example, when opening "Change Account Settings", select "Resource Monitor" ->tab "Network" ->"Network Active Processes" and "TCP Connections",
It was found that in Version 1607, the SystemSettings.exe process did not have a request to automatically access the internet.
However, in Version 1809, this request exists.

Q:
1.Why does this phenomenon exist? Is it caused by the default settings between different versions of Microsoft's Win10 operating system? Or do you need to make certain settings when installing the operating system?
- Thank you for Simon's answer. I understand the inbound rules that can be used through firewalls to prohibit requests to access the internet. So, can requests to prohibit internet access still be implemented through the settings of Services.msc or GPEDIT.msc.
