HOW DO I TURN THIS SCROLL WHEEL THING OFF IN THE SIDEBOF MY CURSOR. ITS BEEN ANNOYING.

Its been in my cursor for 3 days now. And i hate it, every time i want to scroll down or up i need to left click and hold it for the scroll wheel to work. I want this fixed its so annoying. Every time i hold down left click and scroll down, it highlights every text and images. ANNOYING!!!!! I HATE THIS BUG!!!!
