Is it possible to utilize Exchange Online services in conjunction with On-Prem Active Directory without the necessity of syncing it to Azure?

If possible would you please share some more detailed information on why you do not want to establish Directory synchronization with Azure AD?

To me if you do not have AD synchronization with Azure AD, it is not possible for Azure AD (Exchange Online) to get the required information from on-premises AD.

Thus it is not possible to integrate your on-premises AD with Exchange Online without Directory synchronization with Azure AD.

@Kael Yao I would like to access the Exchange Admin Center using the credentials of an on-premises user. I have already granted the 'Organization Management' and 'Recipient Management' permissions to this user in Active Directory. However, despite these permissions, I am encountering difficulties connecting to the EAC. Could you provide assistance to resolve this issue?
