Past employees still showing up in Shifts

I am trying to add new team members that are part of my Teams Channel to a group in Shifts. The way our department uses Shifts, all of the team are set up as members so that we can all see who else is scheduled to work at a particular time. To do this, each person has to be an Owner in the Teams Channel. We currently have 55 people in the organization that are Owners in the Teams Channel. This last Monday, 6 new people joined our team, but when I went to make them an Owner of the Channel, I get the following error message:

I waited a day to see if there was need for something to sync on the backend, and 24 hours later, still received this error.

Additionally, when I go into Shifts to add people to the different shift groups, I am still seeing people who have long since left the organization.

Does anyone know why I am unable to add these new people as Owners?

    By Owner in the Teams Channel you mean the team owner? Member and owner are roles for the team, not the channel.

    First please try clearing the Teams cache to see if the issue is resolved.

    If you want to add a team member as an owner, make sure you are the team owner. If you have the Teams admin role, you can also go to the Teams admin center to add members as owners.
