    You may do a force refresh of the resources to recover from the failed state.

    Go to Azure Resource Explorer and find the network interface card resource as shown in the below screenshot

    Navigate to the Subscription, Resource Group, expand Microsoft.Network, and in our case, expand networkinterfaces. Select the interface that it is in a failed state. Click on Edit.

    Click on Put, and then Get to check if state changes
