I want to open the WSL function on user device. But I am worried about the user installing the kail. How can I make the WSL only install the Ubuntu and not install kail. Thanks.

What do you want to block as the result? Users still will be able to install themself all the packages Kali has even in Ubuntu.

Unfortunately I didn't find a way to remove the support for Kali from WSL. Maybe you can create a group policy to remove Kali with "wsl --unregister".

If user has Admin and Windows store access then can install any version of Linux WSL.
However if user is trying to download and install from Store then you can restrict then using App Locker.
