- On the RDSH server, ensure that the licensing mode is set to "Per User."
- Confirm that the version of RDSH and the RDS CALs are compatible with each other. Check the RDS CAL version compatibility in License your RDS deployment with client access licenses (CALs) | Microsoft Learn
- Check the Event Viewer on both the licensing server and the RDSH server for any error messages related to licensing. Look in the "Applications and Services Logs" > "Microsoft" > "Windows" > "TerminalServices-LicenseServer" log.
