how to move certification from account to another one and i already have transcript and details

when I go to MCP it redirect me to my profile not to put new MCID for another certification

The answer not helpful for me , I need a link to add MCID for another certification because I don't have the account I only have a picture of the certification and transcript ,so I need to add this certification to my personal account
