Why Active Directory of ADC is not connecting with local database?

Hi,

I was using windows server 2012 on both primary Domain Controller(DC2) and Additional Domain Controller(DC1).

I have installed windows server 2019 on ADC(DC1) and reinstall role of Active directory and DNS on it. it sync all data with primary domain controller and work fine.

BUT When my primary Domain controller (DC2) goes down ADC(DC1) do not respond, Even it gives error "Directory Schema is not accessible" I had noticed that my ADC (DC1) is picking active directory from primary DC(DC2) not from its own ADC(DC1) DATABASE. that's why it can't connect to active directory when primary Domain Controller(DC2) is down.

I had tested a lot of scenarios, tested everything , replication is fine.

Please help me out.

Please run;

Dcdiag /v /c /d /e /s:%computername% >C:\dcdiag.log (run on PDC emulator)
repadmin /showrepl >C:\repl.txt (run on any domain controller)
ipconfig /all > C:\%computername%.txt (run on EVERY domain controller)
ipconfig /all > C:\problemworkstation.txt (run on problem pc)

Also check the domain controller System and Replication (DFS or FRS) event logs for errors since last boot. Post the Event Source and Event IDs of any found. (no evtx files)

then put unzipped text files up on OneDrive and share a link.

Actually "abc.txt" already exist. I can't change that file name to "abc".
