Published software in the store, feedback error, don't know how to deal with it

Your product involves an opportunity to spend money separate from the initial acquisition of the app. Store customers must be notified in advance of the presence of such opportunities. Even though some of these opportunities may take place outside the app and may not typically be considered in-app purchases, you must still declare the use of in-app purchases because of them. That declaration must take place in the age rating and if the product is not using the Microsoft in-app purchase API, it also must be declared separately in Partner Center. Your product is missing one or both of these declarations. To add the declaration to your age rating, please go through the IARC Age Ratings Questionnaire again, declare the use of in-app purchases, and then resubmit. For more information on age ratings see https://msdn.microsoft.com/en-us/windows/uwp/publish/age-ratings.  The other declaration will appear as a text notice under the Get button on the Product Description Page. To add this if the product is not using the Microsoft in-app purchase API, create a new submission for your product in Partner Center, and in the Properties section under Product Declarations, select the checkbox labeled “This app allows users to make purchases, but does not use the Microsoft Store commerce system”.     Same issue here. These reviewers have no clue or just click something. I sell a system utility kind of tools and it has no way to let people buy other things. The only link it has is a local help file and a link to its app store page to leave a review. The worst part is that these reviewers don't seem to read feedback (and it is not clear how to even give it; why the report has no reply button?). The report is just a template with zero specifics and shows no sign of actually having testing the product.

    And this is just the result of adding a period sales-promotion. Not one thing changed anyway binary wise.
