Windows 11 pool of computers

Is it possible for me to create a pool of Windows 11 computers, enable RDP on them, and have a client access that pool? That client would have to check if there are any available computers in the pool and direct user access to that computer. I'm not talking about RD/S. The computers would be Windows 11 and not Windows Server.
