defender for business

hi team,

i have 10 users in my tenant with defender for business licenses. Now I want to purchase e3 linceses for some users and E3 includes defender for endpoint p1. and today, the features available in defender for business are better than endppint P1 ( vulnerability assessment..)

can you advise if the features of the devices will be based on each license? or it will be one experience for all the devices no matter what license was purchased,

as i have found the below but wasnt able to get the clarfications yet. it says that defender for business capabilities will apply tenant wide
