How to give all AD users access to flow?

I have several power automate flows associated to a SharePoint Online list that I need for everyone in our corporation to be able to trigger them manually.

Power Apps doesn't seem to support the 'Everyone but External Users' group. It does have the ability to assign the permissions of the SharePoint List in the run users

However, in my testing that also is not working, if I defined 'Everyone but External Users' within the Members group. It isn't until I add a user directly/individually to the SharePoint members group do they have the flow become available.

What am I missing? This seems like basic functionality that many corporations would need. It doesn't seem feasible to maintain permissions on a per employee basis for all of these.

    Hi spiShane, it is pleasure to be able to help you.

    Per my knowledge, it is a default behavior if you add a list/library as a co-owner then everyone who has edit access to the list/library automatically gets edit access to the flow.

    For giving access to everyone to Share Point flow in your organization, another possible approach is exporting the flow as a package and putting that package in a place where everyone can access it and then import it.
