Update Management Center (Preview) is currently in preview and there is no official release date for when it will be generally available. As for licensing costs, Update Management Center (Preview) is a native service in Azure and there is no additional cost to use it beyond the standard Azure pricing.
The major differences between Update Management Center (Preview) and Configuration Manager are that Update Management Center (Preview) is a cloud-native service that does not require on-premises infrastructure, while Configuration Manager is an on-premises solution.
Update Management Center (Preview) can be used to manage updates for Windows and Linux virtual machines in Azure, on-premises environments, and other cloud environments.
To schedule patching for a group of Windows Servers in an OU, you can use Group Policy to configure the Windows Update settings on those servers to point to Update Management Center (Preview). You can then create a schedule in Update Management Center (Preview) to deploy updates to those servers on the third Saturday of every month. If the VM count increases, it will automatically be synced to Update Management Center (Preview).
Update Management Center (Preview) can be used to deploy updates for Microsoft products such as Office, as well as updates for Windows and Linux operating systems.
