Azure OpenAI quota disappears

I attempted to reduce the rate limit in order to create a new deployment using the available quota, but unfortunately, the quota vanished. Previously, I had a quota of 360K TPM, but in an attempt to allocate resources for other models, I reduced the quota of deployed models. As a result, I now have only 69K TPM available and I can't deploy new models. Whenever I attempt to deploy a new model, I receive a quota limit error.

In Azure AI Studio under quota section, "Quota is assigned to your subscription on a..." so everything is by subscription.
