You can try the following steps to troubleshoot the issue:
- Check the Exchange Server event logs for any errors or warnings for the database.
- Use the Exchange Server diagnostic tools to scan the database.
- Look for ExchangeStoreDb events.
- Restore the database from a backup.
- Just create a new database, move all the mailboxes (including arbitration) to the new database, and drop the original.
