I understand your requirement of restoring multiple VMs across subscriptions. Please refer to the blog here - https://azure.microsoft.com/en-us/blog/cross-subscription-dr/ you should be able to achieve this by enabling "Disaster recovery to a secondary Azure region for an Azure VM"
