Dropdown menu on RDP session connection bar

I have a VPN and remote desktop procedure that rejects the use of keyboard commands inside of the remote session. On an old VM we were able to have a dropdown on the connection bar that would bring up the start menu or allow you to change apps. Is that available and how would I enable the feature?
