Expanding globally to the UK and Germany

My company just announced that we are expanding globally and will be hiring a team of consultants in the UK and Germany. My biggest concern is Identity Access and Management, especially in regards to GDRP compliance. Currently we have one Azure Tenant and are AD is fully cloud. Could someone please give me an overview of the best way to approach this as we bring on new hires in Germany and Britain?

Should we create a new tenant that is separate from our US tenant? How do I account for costs that go into this? What if they need to access information in the US tenant?

Any advice is sincerely appreciated, feel free to ask me more questions about my environment as I will be checking this periodically
