How do I prevent the standard user from installing browsers

I thought that the standard user could not install any program except with the permission of the administrator who owns the computer, but unfortunately it was otherwise. I tried to install browsers from the standard user. When I install it, a message appears for me to type the administrator password, but I click on No, and then a message appears saying to install the browser. Without administrator privileges, I press Yes and it installs the browser and I can open it
So that I can install programs other than browsers such as
Desktop Telegram
And browsers such as Brave, Firefox, Edge, Chrome, Opera and others
And also other applications, but I do not remember them
What is causing this and how do I fix this and prevent the standard user from installing any software
Although I tried that I go to Settings, then Applications, then Advanced Settings for Applications, and activate the option to install applications from Microsoft only (recommended)
But the standard user can easily click on any application he would like to install, right click, then Properties, and then choose the last option, Unblock
