Autopilot Error - 80180014

I am testing Autopilot on a Hyper-V VM (Win11 22H2 Enterprise) and running into the 80180014 error. From the research I've done this is due to a restriction within Intune preventing me from enrolling this VM. Steps I've taken,

  • Imported the VM's hardware info via powershell/csv file
  • VM is showing under Autopilot devices and is assigned a profile
  • We are blocking personal devices from being enrolled (which a lot of sites are pointing to as the issue). To my knowledge since I imported this VM via the csv file it should be seen as a corporate device correct? We are not supporting BYOD yet
  • Windows devices are allowed to be enrolled
  • My account is licensed and users can enroll devices

Any suggestions for next steps?

    Login to the Microsoft Intune admin Centre.

    Select Devices -> Enrol Devices -> Enrollment Restrictions from the menu.

    Change the Policy that is applied to the users. If there is only one default policy, change it.

    Modify the Platform settings.

    Please check to see if the Windows (MDM) Platform is permitted or prohibited.

    If the personally owned column in Windows (MDM) Platform is set to Block, select Allow and then click Review + Save.

    Check Device Restrictions: Ensure that your device restrictions in Intune are not preventing the enrollment of your VM. You can do this by logging into the Microsoft Intune admin Center, clicking on Devices -> Enroll Devices -> Enrollment restrictions, and editing the policy applied to the users.

    Delete Device Record: Try deleting the device record from Intune admin. You can do this by signing into the Microsoft Intune admin center, selecting the Devices option, going to All devices, selecting the devices you choose to delete, and clicking the Delete button.

    Change Device Status: If your machine is set up in Hybrid AAD Join mode, remove the local computer object as well and make sure the changes sync back to Azure AD.

    Enable Personal Devices: Some users have reported that enabling personal devices to join Azure AD resolved this issue. You can change this setting in the Endpoint Management section of the Microsoft 365 admin portal.

    Remember, even though you imported this VM via CSV file, it might still be seen as a personal device if personal devices are blocked from being enrolled.
