Unable to login to Windows Server 2016 - Password Expiry

We have a standalone Windows Server 2016 server acting as a DC & DNS. The Administrator password has expired, we then change the password and the message "An attached device is not functioning".

We cannot remotely login to the server either.

What are your recommendations to resolve this matter?

    Do we have other administrator accounts which could log on to the DC?

    As Dave mentioned, could we change the password of the administrator? That is to say, when we change the password, is there message showing that the password has been changed successfully?

    You can F8 at startup then logon DRSM mode to see what might have happened.

    I entered the DRSM mode, it took a few minutes to complete, restarted the server, same error as mentioned.

    Can you think of anything else so that I can regain access?

    What was in event logs? Were you able to change the password and logon normally?

    Yes it does then the error "An attached device is not functioning" and the same thing happens.

    Everything is successful up until this point.
