Is it true that 'Number of license' will always appearing as zero if we used 'Per user' licensing mode on Windows Server 2016 Remote Desktop License (CAL)?

I found statement on https://www.parallels.com/rds-cal/ that mentioned "RDS CALs can be tracked using Per Device, whereas they cannot be tracked within a workgroup for Per User." and with that i would like to know if anyone can confirm if that is the reason we have error notification on RD License Diagnoser and the Number of license is always showing zero (0).
