Win 11 ISO made from Hyper-V (sysprep) won't accept any key at install

Team,

I created a custom ISO with all of our apps installed from Windows 11 on a Hyper-V. Windows activated with digital key.

I sysprepped it and went through the motions to create an image. Now when I try to install this image on a fresh computer, it stops at the screen asking me for a product key. I've tried every key I can think of. Several generic Windows 11 Pro keys. I even purchased a key straight from MS for $199 and it won't accept that one either. The message is "The product key entered does not match any of the Windows images available for installation. Enter a different product key". Then it takes me back to the previous screen.

I even tried creating a PID file and EI file and putting it in the sources folder to no avail.

Why is it rejecting every key I enter? Is there a way to get it to install without putting in a key? I tried but it kicked me back out.

Again, this is a Windows 11 Pro image I made from a Hyper V environment with all of our programs installed. That version of Win was digitally activated.
