TLDR; Had a machine stuck installing in Software Center, rebooted anyways, and it partially completed install and then software center asked for another reboot.
I saw this on a machine I working on today and wanted to share my experience. It is a brand new machine. After SCCM installed it detected the updates and installed some. Unfortunately I do not know which were in the original set.
After rebooting, software center attempting to install KB5028948 and KB5029263, with KB5028948 saying waiting for restart, and KB5029263 stuck installing. Looking up the KB brought me to this post. I reviewed the machine and it was showing Build 1155 and KB502963 showed up in recently installed updates. Software center still was stuck installing.
I chose to restart the machine vis start menu and it showed please wait installing updates, and rebooted a couple times counting up the % complete.. Upon reboot, I see that KB5029263 is still shown in recently installed updates, and both of the updates show in Software Center as Requires Restart. The built now shows 10.0.22622.2134 which matches the build number it should be on. I selected the Restart option within the update menu in Software Center and it restarted slower than normal but did not show installing updates. Upon reboot the update is no longer listed in Software center.
In reviewing the CBSPersist log, I see that it installed a servicing update 2021 installed at some point. I wonder if its responsible for the extra reboot depending on if other items are in the
I grabbed some logs from it incase I see it again on more machines.
