I think it's appropriate to use ADMT given what you want to do. USMT is migrate profile, but part of a profile data, not all of profile data.
I have evaluated ADMT at August 2022.
- Source: Windows Server 2019 Domain Controller
- Target: Windows Server 2022 Domain Controller
- Client : Windows 8.1 / Windows 10 / Windows 11
As a Result:
- Users (with own password) and Security Groups is migrated.
- Clients is migrated.
- User profiles is migrated with some problems.
do not migrated: UWP Store Programs / credential data with DPAPI (Certificate , Credetial Managers's data , etc)
If you use ADMT, you must export certificates and credential data before your migrate.
