AVD Scaling Plan is not respecting No Active Sessions During Ramp Down

When I have the No Active Sessions setting selected, the Scaling Plan does not scale down unless there are no active or disconnected sessions.

Is this a bug or am I misunderstanding how the No Active Session setting works?

    from your description above, I'm assuming you have "Force logoff users" set to "Yes" as per the screenshot below:

    There is also a dependency here on how you have the Capacity threshold set up in the scaling plan - the users you want to disconnect from the host pool need to be consolidated onto other active hosts in the pool that meet the capacity conditions (ie the amount of hosts that will be left on during Off-Peak hours).
