Getting event 37 error on domain controller

Hi Team,
in my environment 10 domain controllers 4 domains are root and 6 domains are in child and these domains running with Windows 2012 Stnd edition. and there no MS Patches since 2020 Nov.
Now we planned to migrate all DCs with Windows 2016 OS.. due to this i have added 2 ADC in root domain and put the series of patches from Nov 2021 to April 2023 but after that i didnt see any PacRequestorEnforcement registry created. i have already added to more ADC in root domain but still having event 37 error.
Due to this i am having RDP issue with FQDNS and experience the event 37 error.
Can you please help and suggest on it.
