Despite receiving GPT-4 onboarding email, GPT-4 model not available

Question

I received the email **Welcome to Azure OpenAI Service GPT-4! [Application 1569955]** on 2023-09-09. I have tried creating OpenAI instances in US East 2 and Canada East and only have access to GPT-3.5 models in both cases.

Customers new to GPT-4 can only deploy it in the following regions:

• Australia East
• Canada East
• East US 2
• Japan East
• UK South
• Switzerland North

If you do not see GPT-4 in your current region, please review the Azure OpenAI Service models documentation for the latest information on available regions.

GPT-4 is available in two versions gpt-4 (with 8k token context window) and gpt-4-32k (with 32k token context window).
