windows sign-in adfs authentication

Question

Hello.

I have question about my test lab.

• On-Premise Active Directory
• sync users to Azure AD
• user sign-in to Azure AD through ADFS
• Azure AD joined device and sign-in with synced account

Here is my question.

User logged off status.

User's password reset with option "user must change password at next logon" at Active Directory.

Then user try sign-in to windows by changed password, but, user can't sign-in with message incorrect password.

User can sign-in previous password.

Is this normal?

User does not meet require password reset, is this right?
