I can sign into OneDrive. But when I go to https://tinyurl.com/2pnnf2s4 and click on "OneDrive on your PC", I can't sign in.

This article seems to be expired. I tested using several of my own Microsoft accounts and tried to access this link, but all failed. You can turn to the bottom of the page, select "No" as the answer of "Was this information helpful?" and submit feedback to Microsoft about this useless link.
