Not able to add groups in Enterprise applications

We are trying to integration Azure Active directory to Oracle IDCS groups, using which we introduce SSO for the applications inside IDCS.

We have configured Enterprise application, Oracle cloud infrastructure console. Under which there are options to add users and groups, but we were not able to select groups..

we are getting the below error, Groups are not available for assignment due to your Active Directory plan level. You can assign individual users to the application.

Currently we are on paid service, still I am not seeing the above message and asking to upgrade to ENTERPRISE MOBILITY + SECURITY E5 or AZURE AD PREMIUM P2 service.

Which service is sufficient for adding groups to Enterprise applications, please give us some insights on the services.

    The flyout recommending P2 and E5 was not helpful. We found that Entra P1 is the minimum requirement for this issue. We have customers that use Premium and customers that use Basic + E3 security & compliance, both coming with P1 and both working with group assignments on Enterprise apps.
