I think many debug sessions are running and causing limit to exceed and ending up with this issue.
So you need to terminate Existing Sessions:

That's the point, because there are no active debug sessions.
it's possible that there are background processes that haven't been terminated correctly. Typically, debug sessions time out after a while. Give it some time (30 minutes to an hour) and then try again.
Also, try clearing your browser cache and then access the Azure Data Factory UI again.

This error started yesterday, we've cleared the cache, restarted the Data Factory UI, closed all active debugging sessions and yet the error continues. Would it be possible to open a ticket to check?
